今天9月21日是國家防災日,總統蔡英文上午到台南的學校出席地震避難掩護演練,總統除了稱讚師生在演練過程表現很冷靜、很棒外,也表示台灣位於地震帶又常常受到颱風侵襲,但只要做好準備,就能因應災害的發生。
21 years ago, on September 21, a deadly earthquake hit Taiwan, causing devastating consequences. Today, September 21 became the National Disaster Prevention Day.  This morning, on the National Disaster Prevention Day, President Tsai Ing-Wen(蔡英文) attended a disaster prevention drill in a school in Tainan. Tsai praised the teachers and students in the school for their good performance, and mentioned that being in the earthquake zone as well as a region with lots of typhoons, we have to be prepared for disasters. 

上午9點21分一到,手機簡訊發出國家級警報,有的還會以語音告知,要民眾配合演練,趴下、掩護、穩住地震保命三步驟,10點一到還有防空警報系統發布海嘯警報。
As soon as it arrived 9:21 a.m., national disaster alert was sent immediately to people's cell phones, telling them to "drop, cover and hold on" as a practice of the earthquake drill, some with audio version. By 10 a.m., air raid warning and tsunami alert were also issued.

內政部也在10點59分時,要求有線系統業者、同步切換到公視頻道,播放地震演練訊息。
10:59 a.m., all cable TV service stopped as the Ministry of Interior asked, and gave way to the government's TV channel, which was delivering the sheltering instruction video to the public. 

蔡英文表示:「我們辦理國家級防災演習,現在就是在模擬應變的狀況,在第一時間透過多元的管道讓民眾能夠掌握準確的訊息迅速應變。」

"The purpose of the National Disaster Prevention Drill is to simulate the emergency response,  practice how to let people get the right information quickly by alerting them through various devices." Tsai said. 

國家防災日,總統蔡英文來到台南大學附屬啟聰學校新化分校,出席地震避難掩護演練,當地震即時警報響起時,學生都能就地掩蔽到撤離到疏散地點,表現很冷靜。蔡英文告訴在場師生,台灣位於地震帶又常常受到颱風侵襲,但只要做好準備,就能因應災害的發生。

Tsai attended an earthquake evacuation drill in the XinHwa division of the Affiliated School for Students with Hearing Impairments of National University of Tainan today, the National Disaster Prevention Day. Students there all found a cover or sheltered into a safe place in calmness when the alarm went off. Though we live in an earthquake zone with a lot of typhoons, Tsai told the students and the teachers, we can still be save from disasters if we get well prepared.

蔡英文表示:「我要給大家比一個大大的讚,回到家以後也可以把這些知識分享給我們的家人,讓防災的態度,落實在我們日常生活當中。」

"I'm giving you a big thumb-up." Tsai said, "I hope you can share these sheltering knowledge with your family when you go home, and fulfill it in your daily life."

蔡英文認為,防災教育、尤其是特殊學校更要充分落實,這做起來不容易,需要更細的心思、更周全的規劃,因此期許大家繼續努力,讓學校成為防災校園,讓孩子們有最安全的學習環境。

This is important but not easy, especially in special education schools. It requires carefulness as well as comprehensive plans. We have to keep this effort on building an disaster-proof learning environment going to let our children grow up safely, Tsai stated.

after lives

There was a time when I had this question on my mind: If there are countless after lives, meaning we will come back again and again, until an infinite future, why do we have to practice diligently this life?  Why can’t we just play around and have fun this life and then in one of our after lives, we start to practice. It will never be too late because we will have infinite after lives.  But as I learn more and more about mindfulness practice, I realize that Buddhism practice is not for reaching an ultimate goal to become enlightened. Mindfulness practice is to become happy, and to reduce suffering.  So why do we have to wait until future lives to start becoming happy when we can become happy right here and right now? you can be happy right here and right now and when you do that, you are enlightened, you are a Buddha. # Jill Yang

When is the beginning of a new life?

I just read about a news article showing a poll that says 6 in 10 U.S. adults support protecting the rights of embryos to some degree. It mentioned a court ruling in Alabama state, which says embryos, even fertilized outside the womb, have equal rights as humans do. This ruling almost forced IVF treatment centers in Alabama to halt operation because if embryos are indeed humans, they are basically killing hundreds of lives every year as they dispose unused embryos!  Absurd as the "embryo equals human" argument seems at first glance, it actually leads to a deeper, philosophical question: when does life begin, and when does it end? According to the same poll, 3 in 10 Americans believe the statement: "human life begins at conception," which sounds perfectly logical. But when put into legal context, not so much.
